Dialed Down

In the rain I finally discovered what I was to do with this downed Verizon pay phone. The phone has been in the sad state since early March or so. The cones appeared a few weeks later.

The interesting thing is the commentary. The cones prop up the destroyed phone with their bright color--screaming out "we are Official!"But the downed phone has eluded capture much the same way as it eluded utility.
